Hi
The blog's css works well in IE and NS 6 and 7
BUT in NS 4.51 it seems that the layout css is not loaded.

Why not upgrade to Netscpe 7.1 or Mozilla? Maybe give Opera a shot. If your on Linux, then there's Koqueror and or you OSX users, theres Safari.
Mozilla and Netscape 7.1 are based on Mozilla's Gecko rendering engine. A lot has changed between Netscape 4 and 7. Beleive me. Netscape is now one of the most standards compliant browsers available.
Both Konqueror and Safari are based on khtml. One of our loyal Mozilla coders has moved to Apple to work on Safari (I am a Mozilla freak, but I just promote standards compliant browsers.)
Opera (I'm not sure what they call their rendering engine). One of our good devs has also moved to Norway to work on the Opera browser.
All of the above browsers support (or come close to supporting) the W3 standards.
