This is what RSS is for. There's probably an RSS reader that will do the emailing part; most just display the output as a web page. In the worst case, a generic RSS reader's output can be emailed to a particular recipient.

I'm probably a little late on this, but I do have a finished Mailing list/subscribe that adds an entry to your admin area to allow you to send bulk mailings. It also sends emails to those on your list when you post new updates. Right now its set to send an update once each day that you have posted, informing users of posts and which catagories they are in. This reqires you to set up a script to run automatically once a day. It is easily changeable to send emails for every post. Also, an automated unsubscribe has been added. If anyone is interested, give me a buzz.
