I know you can change a users security levels and such but how am I able to make it so that only users of a certain level can post in certain catagories?

I want user A to be able to post in all catagories and user B to be able to post in only one of three catagories.

Oh I think b2evolution can do that .. oh wait you may not want to use that huh ..
