I have edited the colors of my blog in HTML and uploaded it, when you save the webpage as an HTML and open it in Internet Explorer is is displayed properly, however when you visit my site, the colors are not there. Your index calls b2layout.css or something. Remove the lines

<style type="text/css" media="screen">
@import url( ../layout2b.css );
</style>

in the <head> section.

As to HTML and colours, if you've got plenty of variables, it's easier to design a stylesheet (a css file). Read:
