If you have an FTP client like WS FTP or CuteFTP, you can just right-click the file, choose "Permissions" and a box will pop-up giving you the chance to "click" permissions or simply enter the CHMOD code.

i.e 777 is ALL PERMISSIONS (Shouldn't be used if you don't know what you're doing:P)

This requires access to the ftp server or the part of the server your blog resides on, naturally.
