Blank white space above default B2 template?

I have worked for over 3 hours to try and fix this problem. I cant seem to.

If you go to this page: http://radioharmony.org/b2/b2commentspopup.php?p=1&c=1
or any other page that was created by B2 using the default template their is a large blank white space on the top of the page. I have tried using a margins code in the <body> section of the document but to no avail. Any idea how to get that white space above the header to go away?

I am not sure if this belongs in the bug section or templates section but we shall see.
