I got a new b2 for a new blog, I transfered all the older B2 files to the new blog and changed the config file. The blog works great, but I don't have any of my archives from the older blog. Is there anyway I can transfer the old archives to a completely new b2 blog?

If you transferred the old b2, meaning also the b2posts and all those database tables, then your archive should work as usual... WITH the post you salvaged as well..

Have you imported the db properly?

I think the procedure (logically) should be:

a)Import backed-up db tables and posts
b)Install b2

The b2config.php MUST be set-up with the new db, mind you.
