Ok I understand that there are different levels (1-10) for users....whats the difference between them all or where can I read about what features I am granting to a user when their level is raised/lowered

I can provide only that
10 is reserved for the admin account, but 9 is as good as admin.
While 1 is registered, but not posting.
2 is posting with edit of own posts
and 3 is posting with edit and delete of own posts.
