For instance the e-mail and website name fields require something to be put in, which shouldn't be (not required in GM comments anyway), especially when you're a long-time visitor and aren't too keen on entering your website and e-mail addresses for free advertisement and shameless hits

it's not a bug, it's a feature. remember all the empty 'name,@,http://,comment' things we got ? this helps stopping this behaviour. also, now that the info is stored on cookies it shouldn't be much of a problem to long time visitors.
this is going to be an option in the general options page though, like allowing html in comments etc.

and should be turned off by default. b2 should be able to handle blank e-mail/website fields anyway.

I'd like to ask, what if the visitors have neither e-mail nor websites? What are you going to do about that? You can't expect everyone on the internet to have an e-mail address or website.
to completely remove such notices, why don't you just simply remove the 'name, e-mail, comments' fields somewhere else? like putting the labels NEXT to the fields.
another thing: how about a filter that gives feedback when there's no comment at all (or accidentally untouched)?
